Lieutenant Colonel Tilton was appointed Chairman of the Bisley Building Committee in 1895. He was ultimately responsible for the conduct of a feasibility study, the detailed development of structural and accommodation requirements, the soliciting of architectural drawings, the selection of the design, the soliciting and movement of construction materials and furnishings to Bisley and the actual construction process. From the start of the planning process to completion of construction was an astonishing 18 months.
